New Year brings housing, safety, and consumer protections to Arizona

As 2025 begins, new laws passed by the Arizona Legislature are now in effect, addressing housing affordability, public safety, and consumer protections. Here’s how these changes could impact residents in Buckeye and beyond.

Several measures aim to increase housing options:

  • Accessory Dwelling Units (Casitas): House Bill 2720 permits construction of casitas on single-family lots and within a mile of central business districts in cities with populations over 75,000, including Buckeye.
  • “Middle Housing” Expansion: HB 2721 allows duplexes, triplexes, and other multifamily housing in areas previously zoned for single-family residences.
  • Adaptive Reuse: HB 2297 facilitates multifamily development on underutilized commercial properties, helping revitalize idle spaces.

Rental Tax Relief for Tenants
Renters across Arizona, including in Buckeye, will benefit from the repeal of municipal rental taxes, which ranged from 2% to 2.3% in some areas. Passed in 2023 but effective this year, the measure is expected to lower housing costs. However, tenants are urged to verify that landlords adjust their payments accordingly.

Consumer Protections Against Ticket Scalping
Dubbed the “Taylor Swift Act,” new legislation cracks down on ticket bots and scalping practices. It bans bulk purchases, reselling tickets before they are publicly available, and failing to disclose seat locations.

Helmet Law for Teens
Riders and passengers aged 16-17 must now wear helmets when operating motorcycles, ATVs, or off-highway vehicles. Violations will result in a $100 fine or community service for first offenses, promoting safety among young riders.

Homemade Food Sales Now Legal
The “tamale bill” legalizes the sale of perishable homemade goods, such as tamales and other dairy- or meat-based items, under stricter safety guidelines.

These bipartisan laws reflect efforts to tackle pressing issues, including housing shortages and public safety, while offering protections to consumers statewide.
