A Chandler-based land planning firm has submitted a pre-application to rezone 42 acres at MC 85 and 233rd Drive for a new residential single family home community called Grandy Ranch.
The project, filed on behalf of property owner Mangat Investment, LLC, seeks to rezone parcels currently designated Rural Residential to allow single-family homes under a Planned Area Development. The site is just outside Buckeye’s urban core and near the city’s growing retail corridor.
According to the application prepared by Zachary A. Pebler, PLLC, the community would feature traditional single-family homes on 45-by-120-foot lots. Plans call for large centralized open space parks, pocket parks and trails throughout the neighborhood. Developers described the project as a “well-designed community” intended to provide more affordable housing, an issue the narrative says is “becoming a growing issue by the day.”
If approved, the project would feed into Buckeye Elementary School District and Buckeye Union High School District. Pebler noted the developer would provide a Certification of Adequate School Facilities if required by the city.
The property is bordered north by MC 85 and surrounded by farmland and residential uses. Developers say the site is a logical extension of the city’s growth westward and aligns with the Buckeye General Plan’s designation for neighborhood use.
Utilities would be provided by the City of Buckeye for water and sewer, APS for electricity and Southwest Gas where available. Public roads within the development would also be dedicated to the city.
“This concept grows the periphery of the urban core as well as houses the bustling job growth,” the application states.
The proposal was filed Aug. 5 and is subject to review and public hearings before Buckeye officials determine whether to approve the rezoning and preliminary site plan.

That’s a good sized lot, 9900sqft. My home in Westpark sits on 4100sqft. If the developers stick to that plan, that’s about 185 residential lots. Much better that 400 residential lots.
Buckeye road system cannot handle any more traffic. Already speeding is out of control, Trash dumping along roads and in well-established neighborhoods is increasing because low-cost housing dwellers cannot afford trash pickup. Resident of Buckeye for 26 years. WHERE IS THE WATER FOR ANY FUTURE DEVELOPMENT COMING FROM. ITS NOT THE MONSOONS, NOT THE CANALS, AND WHEN THE VERY LIMITED GROUNDWATER IS USED UP, WHATCHA GOIN DO BUCKEYE. Voters of Buckeye remember that the present government of Buckeye needs an overhaul, when your taxes are increased for drilling, new schools, more teachers, self raises for overpaid politicians, UNDERSTAND WHAT DEMOCRATS HAVE DONE TO OUR COUNTRY AND STATE FOR MONEY AND CONTROL OF YOU. Buckeye City Planners and Permitting must STOP allowing more development PRIOR to road enhancements such as widening and putting additional road through that are currently dead-ended. Traffic is a nightmare and this concept of enabling growth first with development and eventually create the infrastructure is idiotic. Change whatever plans you have on the books and if no funding exists to handle the roads and infrastructure then DO NOT hand out building permits. Period.
If the developer wants to pay for all infrastructure build outs (not just directly adjacent to or within their proposed build) then fine, after roads, water, schools, power etc is in place THEN they can break ground. Wake up – infrastructure planning of the 1950’s doesn’t work anymore. Stop uncontrolled growth and senseless building without infrastructure in place to support it.
