Top recipients of Buckeye funds went to water and construction contractors, according to 2024 city records obtained by InBuckeye.
MGC Contractors Inc., a Phoenix-based water and wastewater general contracting organization, topped the list at over $17.5 million. Global Water Resources, Inc., a water resource management company, was ninth on the list at $2.7 million in funds received, and the Central Arizona Project came in fourteenth with $1.9 million.
Buckeye also distributed nearly $400,000 to the Buckeye Water Conservation Drainage District, which provides city stakeholders irrigation water, according to the city's website. Preliminary records show at least $1.5 million distributed to BWCD thus far in 2025.
Haydon Building Corp and Core, both construction companies, each received around $5 million. Kimley-Horn and Associates, an engineering, planning, and design consulting firm, received over $860,000.
Buckeye also paid Verrado Community Association $322,860. The association’s vice president, Dave Nilsen, is currently the land development director at DMB Associates, a real estate developer with communities in Verrado.
Valley car dealerships, Courtesy Chevrolet and San Tan Ford, each received over $1 million, according to records. The payments are presumably for vehicles, according to a contract database obtained from the city.

You missed LJA Engineering getting paid 100’s of thousands of dollars to be a consultant and not even on the on call list in violation of title 34 of the procurement code
536,380.47 in 2025 FY.
Top dollars went to water yet the water in our tap in Buckeye that we drink and shower in is above poison levels. A LITTLE more transparency maybe??? Building building building and no drinkable water in sight. What’s wrong with this picture? Human health last on the list?
