Imprisoned Buckeye teacher pulled child victim out of class, made him designated drive: lawsuit

The Buckeye teacher who was convicted of having a relationship with an underage foreign exchange student faces a civil suit that details the level of inappropriateness officials allegedly knew of, which includes signing the victim out of class and using him as a sober driver.

The recently amended complaint filed in December comes after Jessica Kramer, the former Buckeye-based Odyssey Preparatory Academy teacher, was sentenced to three years in prison, according to state documents.

According to the complaint, an employee of Odyssey contacted the Arizona Department of Child Safety in October of 2022 to allege Kramer repeatedly signed the victim “out of his yoga class and [had] him spend the class period with her in her classroom.”

Kramer was arrested Sept. 11, 2023, according to the Buckeye Police Department.

That employee also reported that Kramer was sleeping in the same bed and cuddling with the victim and that he drove “her home while she was intoxicated and he only had a driving permit,” according to the complaint.

Defendants in the lawsuit are the Educational Foundation for Foreign Study, Odyssey Preparatory Academy, the City of Buckeye and the State of Arizona. The suit contends all of them have some culpability in letting the illegal relationship continue.

The suit particularly implicated Buckeye police officer Nabil Mosher for interviewing Kramer and allegedly not speaking to the 17-year-old victim, who was 16 when he arrived at Kramer's home as an exchange student.

Under a particular policy, the complaint alleges, Mosher was required to notify Arizona DCS regarding any reports of child sexual abuse.

Mosher was notably recognized in 2023 as the officer of the year for her work as a school resource officer, bike squad and honor guard member.

A previous civil complaint alleges Kramer rubbed genitals with the victim, performed oral sex on the victim and compelled him to perform oral sex on her.

She allegedly told him he could never tell anyone about what was happening to him, or he'd be deported back to Denmark, according to the original complaint.

Buckeye has declined an invitation to comment on the matter with InBuckeye. The superior court judge is considering a motion to dismiss the city from the suit.
