The Arizona Center for Rural Leadership has selected Taylor Howerter, Assistant Superintendent of the Roosevelt Irrigation District, for Project CENTRL's Class 33.
Howerter brings extensive experience in farming, engineering, construction, business management, welding, machining, project management, contract negotiation, and grant management. Born in Scottsdale, Arizona, and raised in Lincoln, Nebraska, he holds a Bachelor of Science in Mechanized Systems Management from the University of Nebraska, Lincoln. He returned to Arizona in July 2019.
Howerter oversees an irrigation and electrical district near Buckeye. He manages 36 employees and services around 38,000 acres of agricultural land. He navigates urbanization challenges, maintaining the district's century-old legacy. Howerter is an alternate vote board member for the Agribusiness and Water Council of Arizona, the Irrigation and Electrical Districts Association, and the Southwest Public Power Agency.Project CENTRL, established in 1983, equips leaders for rural Arizona. The program has trained over 700 leaders. Sixteen participants, including Howerter, were selected for Class 33. They started with a seminar in Flagstaff, Arizona, from May 30 to June 1, 2024.
Class 33 will attend nine seminars on Effective Communication, Natural Resources, and the Rural Economy. The curriculum includes travel to Sonora, Mexico, Gettysburg, Pennsylvania, and Washington, D.C. The program ends with "Make A Difference" projects addressing rural Arizona's issues.
