A concrete plant planned for property adjacent to the Buckeye Equestrian Center got the green light from The City of Buckeye Planning and Zoning Commission Tuesday.
Equestrian center representatives told the Zoning Commission that they had met with MP Hazen Sand & Rock LLC and developed a list of Conditions and Stipulations before they would sign off on the project.

The applicants, Jeff Blilie and Marcela Mora-Yatko, Gilbert Blilie PLLC, want to operate a sand and gravel mine and cement batch plant on about 63 acres of a 77-acre site located just east of the southeast corner of Rooks and Hazen roads.
Josh Wilmont, speaking for the Equestrian Center, said the center is “not opposed to responsible development,” but that it could not support the gravel pit’s request without the “specific enforceable conditions that protect our existing equestrian operations as well as our 80 RV spots that are less than 300 feet from the proposed site.”
During a March 24 Zoning Commission meeting, Equestrian Center General Manager Don Nahrgang said the center would lose money if the gravel pit were allowed to move forward, saying noise, dust and truck traffic would all cause visitors and RV Park residents to stay away from the center.
Ultimately, Wilmont said the center would not oppose the project if the Zoning Commission included all 21 conditions agreed to by the cement plant in its permit request.
Commission members approved the conditional use permit unanimously.
