Buckeye OKs $3.5 million plan for new library in Festival Foothills

The Buckeye City Council has approved a major investment to bring a new library and community center to the city’s growing northern region.

An agreement between the City of Buckeye and the Church at Sun Valley, secures about 2.5 acres of land for the future facility. The site is at the southeast corner of Canyon Springs Boulevard and Beardsley Parkway in the Festival Foothills area, according to documents provided by the City of Buckeye.

The long-term ground lease is for 30 years, which automatically renews in five-year increments for up to 100 years. In exchange, Buckeye has agreed to make a one-time upfront lease payment of $2.7 million, according to city documents.

The City Council approved up to $844,000 to cover the city’s share of on-site improvements, expected to include road access, utility connections and parking facilities.

According to city documents, the agreement also outlines shared responsibilities between the city and the church, including maintenance, access and parking arrangements – as well as opportunities for joint use of the site.

City officials said the project will address the needs of a rapidly growing area, with the planned library and community center providing a range of services, including educational programs, recreational activities, meeting spaces and resources for families and youth.

The proposal aligns with the city’s 2023 Library Master Plan, which identified a need for expanded library services in northern Buckeye.

The city is expected to move forward with design planning, with construction following future council approvals.

Funding for $3.54 million the project is expected to come from reallocated savings within existing capital improvement projects in the city’s Fiscal Year 2026 budget.

City leaders say the investment reflects a broader goal of enhancing quality of life through accessible public amenities as Buckeye continues to expand.
