First-of-its-kind ‘Biblical Business Index’ ranks Arizona legislator spending

The Christian Employers Alliance (CEA), which engages a network of more than 30,000 faith-based employers across all 50 states – including many of the nation’s largest faith-based organizations – today released the Arizona Edition of its Biblical Business Index.

The Index measures how closely lawmakers’ voting records align with principles rooted in Scripture and longstanding Judeo-Christian social values.

Local legislators

Rank, Member, Party-District, Rating

12. Rep. Nick Kupper, R-25, 91.03%
29. Rep. Michael Carbone, R-25, 80.22%
37. Rep. Michele Peña, R-23, 79.07%
40. Sen. Timothy M. Dunn, R-25, 78.57%
63. Sen. Brian Fernandez, D-23, 17.11%
79. Rep. Mariana Sandoval, D-23, 8.70%

The organization's study found that Arizona lawmakers performed strongly on a number of issues tied to parental rights and efforts to remove politicized gender ideology from schools and government.

At the same time, the Index identified a pattern of weak fiscal restraint, according to a statement from the special interet group. Measures involving wasteful spending often passed by large margins, including with support from lawmakers who identify as fiscal conservatives.

The study documented "numerous examples of carveouts for pet projects and programs that unnecessarily expand the size and role of government," according to today's sttement. "In addition, the Index highlighted multiple measures that grew the welfare state and risk trapping more Arizonans in government dependency, particularly through benefit expansions tied to the Medicaid system."

“Scripture warns that ‘the borrower is slave to the lender’ (Proverbs 22:7), and that lesson applies to government spending as surely as it does to family finances,” said Margaret Iuculano, president of the Christian Employers Alliance. “With the national debt spiraling out of control, the need for restraint and responsible stewardship is urgent at every level of government. That’s why we launched the Biblical Business Index: to provide a clear, Scripture-grounded standard employers and the public can trust. We look forward to working with Arizona lawmakers to implement faith-based solutions that strengthen fiscal accountability and protect the long-term freedom of families and employers.”

The analysis points to 33 of the 90 members of the Arizona Legislature voting with what CEA calls a biblically based position at least 80% of the time and earned CEA’s Defender of Biblical Business Award.

The study encompassed an extensive review of legislation advanced in the Indiana Legislature, including analysis of nearly 6,000 individual votes cast by lawmakers.

CEA officials says its research team applied a published methodology grounded in scripture and widely recognized Judeo-Christian social principles, producing both lawmaker rankings and bill-by-bill policy analysis.

The Arizona Biblical Business Index is available here and includes lawmaker rankings, award designations, and biblically based policy analysis of major legislation considered by the Texas Legislature.
